Reiff was born in 1955 in Philadelphia. He graduated from the American University in 1975 with a BSBA in Marketing/Finance. Bily was born in 1954, again in Philadelphia. He graduated from American University was a BA in 1975 and an MPA in 1977, He gained his JD at the University of Baltimore in 1985 and served in the US Army Judge Advocate General Corp. He was appointed as a military judge holding the rank of Lieutenant Colonel in the Pennsylvania National Guard in 2005.

This firm, founded in 1979, is a Martindale Hubbell “AV” rated firm and is listed in the Bar Register of Pre-eminent lawyers. Philadelphia magazine recognized the pair as Pennsylvania Super Lawyers.
